摘　　要：合法性问题是现代社会实践的首要问题。公共性是现代档案工作合法性的具体体现。档案工作公共性的意蕴在于:档案工作出发点的公共性、档案工作受益对象的普遍性和档案服务的均等性。实现档案工作的公共性要求我们用公共性思维来进一步完善现行档案管理制度与运行机制。In modern social practice,Legitimacy is the most primary problem.And the public character is the concrete reflection of legitimacy in modern archives work.The significance of public character consists in the public character of starting point of archives work,universality of beneficiary object of archives work and isotropism of archival service.Therefore,if we want to achieve the public character requirement of archives work,we should use our train of public character thinking to improve our current archives management system and operating mechanism.
