摘　　要：低碳城市是具有生态文明时代特征的城市发展模式。对于中国而言,低碳城市建设本质上是在解决生态文明时代转变发展方式、不断提高工业化和城市化质量的问题,是在正视和尊重发展的资源环境约束前提下完成工业化和城市化进程、最大限度地提高人民生活质量和城市竞争力的过程,是在城市发展模式上由工业文明向生态文明转变的过程,是人与自然在城市尺度上寻求和谐统一的过程,是在生态文明框架下实现城市价值最大化的过程。建设低碳城市,要坚持人与自然和谐统一的发展目标,把降低碳排放与提高市民生活质量和城市竞争力结合起来,按照低碳战略、低碳规划、低碳产业、低碳文化和低碳管理"五位一体"等系统推进的路径,探索生态文明框架下城市价值最大化的实现模式。Low carbon cities is a ecological civilization times feature of mode of city development.To China hands,low carbon cities construction is essentially to solve ecological civilization times change and improve the development mode of the quality of the industrialization and urbanization,is in the face up to and respect the resources development environment restriction premise complete industrialization and urbanization process and maximize the people＇s quality of life and urban competitive process,is in the mode of city development by industrial civilization to ecological civilization,the process of transformation,and the natural in city scale seek harmonious and unified process,is in ecological civilization realize city framework to maximize the value of process.Construction low carbon cities,to insist the unity of the human and the nature harmonious development targets,the lower carbon emissions and improve the people＇s living quality and the competitive ability of the city combined,according to low carbon strategy,low carbon planning,low carbon industry,low carbon culture and low carbon management ＂five parts＂,the path of promoting system,explore ecological civilization under the framework of city to maximize the value of realization model.
