公益性出版单位的机制改革与服务体系重构

摘　　要：公益性出版是公共文化服务体系的重要环节,加强公益性出版的改革与建设对于推进公共文化服务体系有着积极意义。就公益性出版构建服务体系而言,需要从机制改革、绩效评价和新型公共服务培育三个具有内在联系的层面展开。借鉴国外发达国家的非营利性出版机制,实施公益性出版单位的非营利组织化改革,可以推动公益性出版事业单位内部运行机制范式的转变。公益性出版单位作为非营利机构,政府给以免税等优惠,可以采用市场经营手段获得盈利,但所得收益主要用于回报社会和发展新闻出版事业。The public welfare publishing is an important part of the system of public cultural services, therefore to strengthen the reform and construction of public welfare publication has a positive meaning to promoting public cultural service system. This paper focuses on the inside and outside of public welfare publishing, and explores public welfare publishing＇s interior mechanism reform and social performance evaluation mechanism respectively, and innovatively put forward the cultivation of service organization of new public welfare publishing which is based on digital publishing technology, gives systematically and comprehensively suggestions to building public welfare publishing.
