摘　　要：2012年,胡锦涛同志向党外人士提出了进一步增进政治共识、提高履职水平、搞好政治交接的三点意见。当前,为实现新老交替基础上的政治交接,社院学员要深入学习领会胡锦涛同志的重要讲话精神,准确把握"同心"思想的深刻内涵,不断凝聚多党合作的强大政治共识;要深化对多党合作优良传统的认识,不断赋予其新内涵;要提高履职水平,加强自身建设,不断提高参政党建设的科学化水平。In 2012, Mr. HU Jin -tao addressed three points to the personages without party affiliation, i.e. strengthe- ning political consensus, improving their capabilities to fulfill their own duties, and achieving smooth political han- dover. At present, in order to achieve the political handover based on succession planning, students at the Central In-stitute of Socialism shall carefully study and fully understand the essence of Mr. Hu~ speech, accurately grasp the pro- found meaning of the ＂One Mind Ideology＂, and constantly reach the strong political consensus on multi - party coop- eration; we need to deeply understand the fine tradition of multi - party cooperation, and continuously endow it with new connotations; we need to improve the capabilities to fulfill our duties, strength self- perfection and constantly im-prove the scientific construction of participating parties
