摘　　要：制定出的公安政策只有执行了才能延续其生命。若想让具有良好意愿的公安政策发挥其应有的作用,便离不开忠实地执行公安政策这一关键环节。然而,现实中不乏出现"上有政策、下有对策"等各种公安政策执行问题,欲解决执行中的问题需探析公安政策执行机制。由此,应在界定相关概念的基础上,剖析公安政策执行机制的构成要素及其特征,努力构建符合"3E"的公安政策执行机制,最终实现公安政策执行绩效的提升。Only by implementing the public-security –related policy that has been made can its vitality be maintained.To make it possible for the public security policy with good will to have its greatest effect depends on its faithful implementation.However,in reality,there exist execution-related problems,say,once the management makes a policy,the subordinates usually have their countermeasures.To solve the execution-related problems,we need to analyze the public security policy execution mechanism.Accordingly,based on the definition of relative concepts and the analysis of elements and the characteristics of public security policy execution mechanism,this article is trying to set up the public security policy execution mechanism characterized by ＂Three E＂,thus improving the effectiveness of the execution of public-security-related policy.
