摘 要:政府资助下租赁为主体的住房保障模式,表现形式为"租金补贴"和"直接供给",其实质就是由政府承担住房市场费用与居民支付能力的差距,从而解决低收入家庭的基本居住问题,体现了"人人有房住"而非"人人有住房"的保障理念。基于消费者选择理论和柯布-道格拉斯效用函数对"租金补贴"和"直接供给"有效性的经济学分析表明,在一定条件下前者更优于后者,应成为住房保障的主要模式,而转变住房保障理念、摸清家底、将相应激励政策制度化和法制化才能从根本上实现住房保障目标。The housing security mode with government funding assumed as main body has manifestations of " rental subsidy" and " direct supply".Substantially,it is the government who bridges the gap between the market price of house and payment capacity of inhabitant.The mode can solve the housing problem of low-income families,and embody the security logos of " Everyone has a house to live",not " Everyone owns a house".According to the economic analysis of the validity of the " rental subsidy" and " direct supply" which is based on the theory of consumer choice and the Cobb-Douglas utility function,the research shows that the former is better than the latter,and it should be designed as the chief mode of the housing security.Transforming housing security logos,forming a clear picture of the basic conditions of housing,and institutionalizing and legalizing the related incentive policies are the measures to achieve the goal of housing security fundamentally.
