三网融合条件下通信资费管制研究

摘　　要：三网融合的发展对传统的行业监管和相关政策带来了严峻的挑战。通过对市场范围、市场竞争及显著市场势力的研究,提出一个短期内适应我国三网融合发展趋势的通信资费管制框架。在目前我国通信资费管制范围的基础上,区分零售和批发业务市场,结合我国实际,分析各类市场中现有主要业务以及三网融合后各家企业主要参与的业务进行竞争情况分析,在分析的基础上给出相关资费管制的建议。The tri-networks integration brings a serious challenge to the traditional regulatory and industry-related policies.Based on the research on market scope,competition and significant market power,a framework for telecommunications tariff regulations is proposed to adapt to the development of the integration of telecommunications networks,cable TV networks and the Internet.By dividing market into retail market and wholesale market,this framework analyses major services and competition between major enterprises involved after the tri-networks integration in each market and proposes relevant tariff regulatory suggestions.
