摘　　要：改革开放30年来我国经历了数次乡镇政府机构改革,并取得了阶段性的成果。但由于诸多原因所致改革依然呈现出诸如职能定位不清、人员分流困难、财政困难等许多新问题。针对这一系列问题,分析其原因并试图从转变乡镇政府职能,设定农村公共服务标准体系,多途径解决人员分流难题,将乡镇机构改革纳入法制化轨道,以及强化乡镇政府责任机制等方面来加以解决,以促使改革能够促进乡镇经济社会的平稳发展和"三农"问题的有效解决。During the three decades of reform and opening-up, there have been several times of town- ship government institutional reform in China, and we have achieved initial results. But result from many causes, there are still many problems in the reform, such as unclear function of the government, difficul- ties of diversion of personnel, and financial difficulties. This paper analyzes the causes of those problems above, and tries to resolve the problems by changing the function of township government, establishing rural public service system, resolving the difficulties of diversion of personnel in many ways, introducing legality into township government institutional reform and strengthening the mechanism of township gov- ernment duties. And wish to be useful for the reform promoting the steady development of rural economy and society and resolvin~ the problems of villagers, countryside and a^riculture.
