摘  要:随着科学技术的进步,堤防工程的功能除防御洪水外,在洪水风险管理方面将逐渐发挥较大的作用。因此,堤防信息管理系统是今后堤防管理重要的设施,是水利信息网络的基本建设,是江河防洪减灾指挥和应急管理决策支持系统的组成之一。我们选择长江上游险工段岷江金马河段堤防为样本,引入MapInfo地理信息系统平台,结合河道堤防信息的特点及水利部门应用和管理的要求,利用面向对象的设计思路,开发研制岷江金马河堤防管理信息系统,以期为我国堤防管理专业软件集成化积累经验。该系统的设计思路体现了多目标的特点,可以为堤防工程管理、防洪防汛指挥决策、风险管理等不同的用户提供服务。With more and more achievements gained in science and technology,beyond the major function of flood fighting and prevention, river dykes will play important role in flood control and flood risk management gradually. So, Information management system for river dykes is the fundamental installation of the following river dykes construction, will be the important part of water conservancy information network and the major component in policy-making system for river flood fighting, hazard reduction and e-mergency management. We take the Jinma River Section of Min River, which is a very important section of embankment upstream of Yangtze River, for a sample. Based on the features of river dykes information and the requirement for the usage and management by official departments of water conservancy, we introduce Maplnfo software as our basic GIS platform for the development of Information Management System for Jinma river dykes. In the development of this system, object-oriented analysis method is used for the framework design of the entire system. We hope that such pioneering experience will lead to the development of integrated professional software system on river dykes information management. Multi-objective is the guide-line for the design and development of this Information Management System. It will be helpful in policy-making during flood fighting and hazard reduction, management of embankment works, management of flood risk, and etc.
