川西北生态脆弱地区发展战略与环境政策选择

摘　　要：在综合分析川西北地区自然、经济、生态特征的基础上,针对川西北生态脆弱区在四川社会经济发展中的主体功能定位,提出了该区域产业发展、人口布局、生态恢复与保护等发展战略,从构建开放式生态保护机制、进一步完善生态补偿政策、建立绿色GDP制度等方面探讨了配套环境政策选择,对抓住新一轮西部大开发实施机遇,促进四川各区域协调发展,保障长江、黄河上游生态安全具有积极的理论和现实意义。Focusing on the social and economic development of main function orientation in northwestern Sichuan ecologically vulnerable areas,this paper puts forward the development strategy of the regional industry development,population distribution,ecological restoration and protection,and so on.Choices of environmental policies are discussed,such as building up the opening ecological protection mechanism,further improving ecological compensation policy,the establishment of green GDP system.It has positive theoretical and realistic significance to seize the opportunities of the new-round development of western region,promote the coordinated development of Sichuan,and ensure the ecological safety of the Yangtze River and the Yellow River.
