摘　　要：发展历史较短而发展速度较快的湖南高新技术产业集群正快速嵌入全球价值链,但由于技术、市场等因素制约,主要嵌入全球价值链的生产环节,处于被治理者地位;主要采取难度较小的工艺升级、产品升级方式提高在价值链上的地位。从长远看,难度较大的功能升级和链升级才能真正改变其嵌入全球价值链状况。Hunan high-tech industrial clusters which own short history but fast development are rapidly embedding into global value chains,but due to technical,market and other factors,they mainly embed into the production link of global value chains,which is governed.They mainly take the easier types of process upgrading and product upgrading to enhance the status of the value chain.In the long run,they should adopt more difficult types of functional upgrading and chain upgrading to change their status in global value chains.
