后危机时代越南外资银行监管策略分析——以新制度经济学为视角

摘　　要：基于越南金融危机期间外资银行的负面作用回顾,应用新制度经济学的外在制度与内在制度辩证关系原理,剖析外资银行监管失灵的根源。研究表明,越南长期忽视外资银行内部治理的非正式制度建设,伦理治理机制缺失造成监管结构失衡,从而引发道德风险。因此要强化内外双重治理,重视内部制度建设,才能实现后危机时代外资银行治理结构的稳定,提高监管的专业性和有效性。Based on a review of the negative role played by foreign-funded banks in Vietnam＇s economic crisis,this paper applies the dialectic relation between the external institution and internal institution of New Institutional Economics to analyzing the causes for the regulatory failure of the foreign-funded banks.Research findings show that Vietnam＇s long-time ignorance of the informal institution-building in the internal management of foreign-funded banks and the unbalanced regulatory structure resulted from the absence of ethical management have contributed to the moral hazard.It is therefore concluded that emphasis should be laid on both external and internal management to maintain a stable management structure in foreign-funded banks and ensure a specialized and effective regulation.
