摘  要:根据IMO最新规定,全球营运船舶必须在2013年1月1日前配备一份《船舶能效管理计划》(SEEMP),以通过船舶最佳管理和操作来实现船舶的节能减排。建立船舶能效管理体系,将能效管理纳入公司整体的结构化的管理体系予以实施是船公司面临的重要任务。本文基于PDCA循环原理,遵循"策划(P)-实施(D)-检查(C)-改进(A)的运行模式,构建了"船舶能效管理"的履约体系结构框架,用系统的方法指导公司如何进行船舶能效管理,提高船舶能效、减少CO2排放,积极应对国际挑战和促进"十二五"交通运输行业节能减排目标的实现。According to the requirements of IMO,an Ship Energy Efficiency Management Plan(SEEMP) should be provided onboard each vessel since January 1st,2013.Considering the needs such as meeting the domestic and international requirements,reducing the cost and achieving the sustainable development of the ship owners,improving the ship energy efficiency more economically and effectively and reducing the CO2 emission,the ship energy efficiency management should be developed and implemented.The most effective approach is to establish the ship energy efficiency management system which could be part of or integrated into the overall structured management system of the company.An ship energy efficiency management system has been constructed in this paper based on the operation mode of Plan-Do-Check-Action.
