论党代会常任制试行的特点、成效和方向

摘　　要：党代会是政党制度的核心内容,也是党内民主的基石,党内民主的健康运行离不开党代会这一根本性的制度。近年来,党代会常任制试行具有三个方面的特点,即制度建设优先性、广泛的制度认同性和政治效用的多样性。党代会常任制的试行已经在加强党内基层民主力量方面取得成效,即逐步树立了党代会作为权力机关的地位,在与人民民主同步发展中产生出竞争性的力量等。党代会常任制试行是党内在基层组织层面的探索,这种探索到了目前阶段需要进行调整和深化,以增强其动力、完善其机制。应在县(市)一级着手合理调整党内权力结构,在组织推动的同时,推广试行中已证明行之有效的做法,加强制度覆盖。The Party Congress is the core content of the political party system and the cornerstone of democracy within the party.The healthy functioning of the inner-party democracy is inseparable from this fundamental system of the Party Congress.In recent years,the trial of the permanent system of the Party Congress has the characteristics of the three aspects of system construction priority,extensive system identity and the diversity of political utility.The trial of the permanent system of the Party Congress has been effective in enhancing the strength of grassroots democracy within the party,that is gradually establish the status of the Party Congress as an authority.It produces much competitive forces in the simultaneous development of the People＇s Democratic.The trial of the permanent system of the Party Congress is the exploration of the party in the level of grassroots organizations.This exploration of the current stage needs to be adjusted and deepen in order to enhance its power,improve its mechanism.It should proceed with reasonable adjustments within the party power structure in the county（city） level.At the same time organizations promote,start the promotion of the proven practices in the trial to strengthen the system cover.
