产城融合型高新区发展模式及其规划策略——以济南高新区东区为例

摘　　要：长期以来,我国高新区实行以工业区为主导的发展模式,引发了一系列空间问题,高新区已无法承载区域格局变动和新经济发展带来的新要求。同时,随着区域格局的变动,在新的发展形势、产业需求和政策引导下,城市发展和产业更新对高新区的要求和定位不断提升。基于此,在总结我国高新区发展趋势的基础上,以济南高新区东区为例,探讨产城融合型高新区发展的内涵、特点及规划要求,具体解析了以市场机制为主导的高新区的政策机制、法律机制等动力机制,并对济南高新区东区的规划策略进行分析,以期为高新区未来的发展提供一些借鉴。For a long time, high-tech district adopts industrial park model. This model has caused a series of problems. With regional layout transition and new economic development, hi-tech districts orientation and needs have escalated. The paper takes Jinan east high-tech district as an example, studies the implication, characters, and planning requirements of industry-city integrated high-tech district development, analyzes the policy, law, driving force mechanism, and its planning strategies. It will provide reference for future high-tech district development.
