摘　　要：作为我国东部沿海地区之一,河北沿海地区的区位优势突出、战略性资源丰富,但由于存在港口功能单一、产业结构与港城结构不合理、资源开发盲目无序等问题,其发展模式急需转变。立足于"京津冀世界级城市群"的建设目标,河北沿海地区规划提出了转型发展的要求,包括转变港口发展模式、资源利用方式、产业发展模式及城镇发展模式等,通过港口拉动、港城互动与区域联动,实现"内聚提升、对接开放、转型跨越",推动河北沿海地区的发展,并使之成为我国新一轮沿海开放开发的区域典范。Hebei province has coastal advantages and rich resource. It also has problems of single port function, irrational industrial and port-city structure, and disordered resource development. With Beijing-Tianjin-Hebei world-class urban agglomeration development vision, Hebei province brings forward transformation requirements, including port development, resource utilization, industrial development, and town development etc. By port driven, port-city interaction, and regional interaction strategies, Hebei province will realize compact development, open up to the outside world, and achieve transition and leap development. It will become a paradigm in the new wave of coastal open-up development.
