摘　　要：通过分析开放获取的优势,从实施科教兴国以及建设创新型国家的高度阐述开放获取在我国实施的必要性。从思想认识、科研管理体制和法律层面分析并指出开放获取在我国实施的难点,同时提出对策。Through analyzing the advantages of OA, the paper expounds the necessity based on the strategy by scientific and educational advances and innovation. It analyzes the difficulties of OA from different viewpoints and puts forward some countermeasures.
