摘　　要：研究政府决策参与体制 ,是政府决策科学化、民主化的客观要求。文章在决策参与体制的基本概念和介绍该领域国内外研究概况的基础上 ,阐述了体制形成和运作的理论假设 ,指出研究政府决策参与体制必须实现管理哲学从整体系统观向总体系统观的转变。The Study of Government Participation Decision-Making System(GPDMS)are of objective needs for the governments scientific and democratic decision-making.This paper puts forward some essential concepts of GPDMS,and being based on an introduction of the status quo of present academic studies both at home and abroad,this paper also discusses about the theoretical hypotheses of GPDMSs shape-ups and applications as a system .Finally,it points out that,in the studies of GPDMS,there must be a shift of its management philosophy from the whole-systematic view to the ccomplete-systematic view.
