摘　　要：政府在城市居民小区体育设施配套建设中应该扮演什么角色以及如何扮演,都会对城市居民小区体育设施配套建设产生全局性的影响。就我国的现实情况及发展阶段,不能简单套用"让市场来替代政府"、"让私营部门来替代公共部门"的理念和方法,在城市居民小区体育设施配套建设中应该有自己的不同的重心、路径和努力方向及模式。在城市居民小区体育设施配套建设中,要考虑的不是政府退出的问题,而是如何提高政府能力的问题。政府在城市居民小区体育设施配套建设中的主体地位及其作用是不可替代的。What kind of role the government should be and how to play in the sports facilities ancillary construction of urban residential area,will have an overall effect on the sports facilities ancillary construction of urban residential area.Since the current situation and the step of development in China,we can＇t simply copy the concepts and methods that letting the market replace the government and letting the private sector replace the public sector,the sports facilities ancillary construction of urban residential area should have its own different emphasis,route,direction of striving and pattern.In the sports facilities ancillary construction of urban residential area,what we should think about is not the issue that the government exits,but the issue that how to improve the ability of the government.The dominant status the government plays and the functions it has in the sports facilities ancillary construction of urban residential area are irreplaceable.
