欧盟国家利比亚军事干预解析

摘　　要：在对利比亚的军事干预中,历来以"经济整合"和"软实力"见长的欧盟国家,一反冷战后追随美国动武的定式,发挥出了至关重要的推动作用,引起国际社会普遍关注。因应"阿拉伯之春"冲击,从根本上调整北非、西亚政策,推进近邻国家的"民主化"进程,构成其决计干预的框架性背景。在诸多因素作用下,法、英两国联手,成为军事行动的积极发动与参与者。但囿于军力不足,为保证目标实现而借重美国与北约,成为欧洲国家实施干预不可替代的机制性选择。明确的政治指向性,则又使得行动超出安理会授权成为必然。France and Britain took the lead in the military intervention in Libya,forming a sharp contrast with the previous pattern where America held a leading position and some European states followed suit.To push forward the democratic transformation process in the EU's Southern Neighborhood in response to the shock of the 'Arab's Spring' constitutes the general background of their actions.The French-British-alliance played a significant role both politically and militarily during the whole process.Nevertheless,due to the limitations of the European military capabilities,the involvement of the US and NATO is still indispensable for an effective intervention.In the meantime,the clear political dimension of the intervening actions made it inevitable for the European countries to go beyond the mandate of the UN Security Council.
