摘　　要：2007年,淮河发生了流域性大洪水。流域各地各部门坚持以人为本,实施有效洪水管理,科学调度防洪工程,取得了良好的效果。通过对2007年洪水的分析,总结提炼了淮河洪水管理的基本原则和主要措施,对今后淮河洪水管理进行了思考和探索。In 2007,a devastating flood happened in the Huaihe River.The governmental departments in the river basin took effective management approaches by putting people at the center and implementing scientific regulation of flood control project and made great achievement.Basic principles and measures for flood management are summarized based on evaluation of 2007 big flood.
