摘　　要：城市地铁应急管理是公共应急管理体系的重要组成部分。本文以广州市为实例进行研究,通过结合广州城市地铁突发公共事件应急管理的现实情况和应急管理相关理论,提出构建广州城市地铁突发公共事件应急能力评价的基本方法及步骤,提出应以地铁公司为主体、政府为主导的方针,结合地铁突发事件特点和地铁应急管理工作的实际情况,设计科学系统和实操性强的城市地铁突发事件应急能力评价体系框架。Subway emergency management is one of the most important areas of public emergency management.Taking Guang Zhou City as the target,the article gives the approach to building the capability assessment for metro emergency management system on Guangzhou,based on the theories of emergency management and the information of metro emergency management system on Guangzhou.The study should follow the guiding principle ＂evaluate MTR Corporation firstly,government secondly＂ and take the characteristics of urban emergency incident and Subway emergency management system into consideration,in order to design a scientific capability assessment and make it easy to operate.
