摘　　要：卫生体系和卫生政策直接或间接地影响患者的就医行为。基本医疗卫生制度包括基本医疗保障制度、基本药物制度、基本医疗卫生服务体系、基本公共卫生服务体系,旨在通过提供基本医疗卫生服务,缓解"看病难、看病贵"问题,保证居民合理就医。本文将回顾卫生制度和就医行为关系的理论和实证,综述每一项基本医疗卫生制度对城乡居民就医行为的影响,包括影响程度、路径方式等,比较就医行为对不同政策的敏感程度,并指出各项制度调整的方向。Healthcare seeking behaviors are influenced by health system and health policy directly or indirectly.The Basic Medical Care System,which includes the Basic Health Security System,the Basic Medicine System,the Basic Medical Service System and the Basic Public Health Service System,aim to relieve the issue of＂seeing a doctor is difficult,seeing a doctor is expensive＂,and to ensure residents to get reasonable medical treatment,through the supply of the basic health services.The paper reviews theory and empirical studies about the relationship between health system and healthcare seeking behavior,and the impacts of health system on residents＇ healthcare seeking behavior,such as the extent and path of influence.This research also compares the policy-sensibility of healthcare seeking behavior,and put forward the adjustment direction of various health policies.
