摘　　要：认为我国提出的安全发展战略符合国家战略的全部特征,详解了安全发展战略的内涵。提出实施安全发展战略是经济社会发展到一定阶段的必然产物。提出在安全发展战略的实施中,政府要切实发挥推进安全发展的主导作用,企业必须全面落实安全生产主体责任,并且需要配套建立安全发展的激励约束机制。The paper believes that China＇s safety development strategy is in line with all the characteristics of a national strategy, and it elaborates the connotation of the safety development strategy. It suggests that the implementation of safety development strategy is inevitable when economy and society develop to a certain stage and in its implementation, the government should effectively play the ruling role in promoting the security development, and the enterprise must fully execute the principal responsibilities of safe production, and the incentive and restraint mechanism to support the safety development is also necessary.
