摘　　要：以构建全民健身服务体系发展战略为目标,努力建设和完善黑龙江省公共体育服务体系,对充分发挥政府公共体育服务职能,合理配置体育资源,提供高质量、高效率的公共体育产品和服务,解决人民群众日益增长的公共体育需求与公共体育服务供给之间的矛盾,推动和谐社会的发展具有重要的现实意义。With set up civil workout service system development strategy for target, Make great effort to constuct and perfect public athletics service system in Heilongjiang, develop government public athletics service working talent, reasonable allocation athletics resources, Provide a high quality and high-efficiency public athletics product and service.Solve the antinomy between the public athletics need increasing day by day and the supply with public athletics.
