摘　　要：中国扶贫成就举世瞩目,进入了新时期,面对贫富差距扩大,扶贫工作的重要性上升,尤其是农村可能出现重大社会问题的预设前景下,政府更加要重视贫困农户的帮扶,如何将贫困农户甄别出来就成为扶贫工作首要课题。在农村,在贫困农户甄别实践中出现了一些必须规范的问题,也有必要将扶贫工作与民政工作做一定区别。我们通过对实证进行分析,结合中国经济、文化、社会背景分析原因,认为存在问题主要是制度设计上出了漏洞,应当在政府主导的前提下,进行修正,建立科学的甄别机制是必要的,据此提出了对策建议。Chinas progress against poverty alleviation has drawn the attention of the world. Entered the new era , facing the expansion of the gap between rich and poor, the importance of the poverty alleviation work has im- proved. Especially under the presupposed perspective of serious social problem may appeared in the rural area, the government should pay more attention to the heiping and supporting of the rural poor households, how to select poor households become the primary subject of the poverty alleviation. In the rural area, there are some problems must to be standard in the practise to the selec of poor farmers, and it is necessary to distinguish the poverty alleviation work and Civil administration work. Through the empirical analysis, combined with Chinag economic, cultural and social background analysis masons, we confirmed that it has a problem mainly because there is a loophole appeared in the design of the system. We should modify and establish the scientific select system in the premise of the govern- ment leading , in view of the above puts forward the countermeasure Suggestions.
