行政公共性的生成渊流与历史反思

摘　　要：公共行政的自觉建构需要在公共性的研究和探讨中去获得行动方案,而行政的公共性既是一个理论概念也是一个历史范畴,其内涵需要规范性阐释也需要描述性考察。然而,学界关于行政公共性的生成历史尤其是演进逻辑的研究尚显不足,这影响了人们对这一问题的关注与理解。通过历时性回溯分析,可以看到行政公共性经历了"共同性"形态的萌芽阶段、"形式公共性"的生成阶段和"实质公共性"的萌动阶段。未来行政模式的转换必然意味着形式公共性的式微与实质公共性的彰显,而行政公共性的形式与实质的契合正是以社会转型为历史背景、以民主法治发展为政治平台、以公共利益实现为逻辑主线、以行政主体的价值选择为内在动力。The conscious construction of public administration needs to get some action programs by the study and discussion on publicity. The publicity of administration is a theoretical concept, and also a historical category. Thus, its connotation needs not only normative interpretation but also descriptive examination. However, the lack of study and discussion on generative his- tory and evolution logic of publicity in academic world affects people＇ s attention and understanding on this issue. Through a retrospective analysis, we can find the administration publicity has experienced three stages： embryonic stage for ＂commonality＂, generative phase for ＂superficial publicity＂ and germinating stage for ＂substantial publicity＂. It can be predicted that the future conversion of administration pattern necessarily means the decline of superficial publicity, but the manifestation of substantial publicity. The conjunction between the form and substance of administration publicity will take social transformation as historical background, take democracy and the rule of law as political platform, take public interest as logic thread, and take the value of administrative subject as intrinsic motivation.
