军民融合产业集群竞争力评估及实证研究

摘　　要：评估军民融合产业集群的竞争力对合理选择产业集群政策,预警和规避集群风险,为武器装备研制生产提供产业和技术支撑具有重要作用。构建军民融合产业集群竞争力评价指标体系,运用GEMS（groundings-enterprises-markets-surroundings）模型首次对湖南省军民两用特种材料产业集群的竞争力进行实证研究。结果表明该产业集群的GEMS得分为423.506分,具有较强的集群竞争力,但在＂市场＂因素对上存在一定集群风险。Assessment the competitiveness on military-civil integration of industrial clusters has an important role on choosing rational cluster policies,warning and avoiding the cluster risk and governing cluster.The thesis builds competitiveness evaluation index system of military-civil integration of industrial clusters and makes use of groundings-enterprises-markets-surroundings（GEMS）model to give empirical study on the competitiveness of dual-use specialty materials industry cluster in Hunan Province.Results show that GEMS score of this industry cluster is 423.506 points,with a strong competitive cluster force,but exist certain cluster rick in the ＂market＂ factors.
