摘　　要：创新创业教育是高等教育发展的必然要求。地方高校在创新创业教育中呈现出受办学定位的限制、学校和社会对创新创业教育的认识不足、创新创业培育理念和机制落后、创新创业培育实效性差等问题。地方高校需要树立分层培育的理念,应用行动学习的教育方法,构建ECOC的培育机制,促进学校创新创业教育取得实效。The innovation and entrepreneurship education is an inevitable requirement of the development of higher education. The innova- tion and entrepreneurship education of local colleges and universities is faced with some problems： there are constraints on university orienta- tion;the school and the society are ill- informed of innovation and entrepreneurship education;the concepts and mechanism of innovation and entrepreneurship are backward;innovation and entrepreneurship education is lack of substantial results and so on. Local colleges and universities should establish the hierarchical cultivation concept, adopt the education approach of action learning, construct the ECOC cultivation mecha- nism, and finally promote the innovation and entrepreneurship education to achieve satisfied results.
