摘　　要：划分了中小企业集群人际情报网络节点,从思想观念、组织结构和行业组织三方面分析构建关键影响因素。依据系统工程的思想在构建流程中加入优化和评价两个步骤。将中小企业人际情报网络构建流程分为:确定目标、确定网络模式、识别网络节点和关键联系、建立联系模型、优化联系模型、评价联系模型、建立联系、人际情报网络维护。The human intelligence network node in the small and medium-sized enterprise cluster is divided.This paper analysis the construction key factors from the thought idea,the organization structure and industry organization.The paper added optimization and evaluation in construction process based on the theories of system engineering.The construction process of the human intelligence network in the small and medium-sized enterprise cluster is divided into targeting goal,targeting network model,targeting network note and Key contact,establishing contact model,optimization of contact model,evaluation of contact model,building relationship,human intelligence network maintenance.
