摘　　要：2010年年初,云南省遭遇百年一遇的旱灾,经济损失巨大。农田水利在减少洪涝灾害损失、保证农民生产生活方面具有重要的作用。云南农田水利存在蓄水工程老化失修、灌溉工程建设落后、盲目追求水电开发、水利投入城乡差异大、农田水利投资困境以及运营低效率等诸多问题,需要积极发展"五小水利",提高灌溉技术,从明确各投入主体地位作用、改革管理运营机制等方面入手,提高农田水利的供给水平。In the beginning of 2010,Yunnan Province suffered a substantial lose in the most severe drought in 100 years. Farmland irrigation plays a positive role in reducing the lose caused by drought and flood, but in Yunnan, there are many problems in the construction of farmland irrigation,such as： serious damages, insufficient investment, unbalanced fiscal expenditure, etc. In order to develop the small-scaled farmland irrigation projects and improve the level of technology,it is necessary to clarify the functions of each investor, improve the management and increase the investment in farmland irri- gation.
