摘　　要：文章通过将对华军售问题分为三个阶段来分析其由来和现状,进而将对华军售解禁障碍分为内外两大因素:欧盟内部各成员国的利益博弈是阻碍对华军售解禁的内部因素,而美日在对华军售解禁问题上所持的强烈反对态度则成为影响欧盟解禁的外部因素。This essay divides the issues of China arms sales into three stages,aiming at explaining the causes and the present status.Furthermore,it comes to two factors of becoming the obstacles of China arms sales： the interior factor is the interests gambling within EU countries.And the strong opposition from US and Japan becomes the exterior factor of blocking the lifting of the EU China arms sales.This essay provides basic analysis of the prospect and several possibilities of blocking lifting of arms embargo.
