摘　　要：基于社会福利行政对于全面推进社会福利更彻底地实现所具有的意义,分析了社会福利行政的相关概念,探讨了社会福利行政的内涵、特点及功能,进而更好地发展社会福利,建设和谐社会。Owing to the great significance of the social welfare administration in promoting a thorough implementation of social welfare, the paper analyzes the concepts, connotations, characteristics and functions of social welfare administration in order to develop better social welfare and build a harmonious society.
