摘　　要：2011年,新疆布尔津县在全地区率先出台了《布尔津县村级转移支付资金预算编制实施方案》,对全县61个村转移支付资金实行收支预算管理。2012年,布尔津县对村级资金全面实行预算管理。编制六步曲1拟定预算草案。年初由村级组织联席会议提出,The end of 2011,the highest standard of poverty reduction conference held in Beijing.The meeting pointed out in the future,the central government and local governments will put emphasis on the old revolutionary bases in the central and western regions,areas inhabited by ethnic minorities,border areas and destitute areas.Public opinion judgment the poverty reduction in China has entered a new phase.
