城市两型社会发展评价与对策实证研究

摘　　要：评价两型社会发展状况,提出其构建模式、途径和制定相应政策措施,是当前两型社会建设面临的理论与方法难题。在分析两型社会发展背景基础上,构建了两型社会综合评价指标体系和评估模型,并以常德市为例开展了城市两型社会发展程度与对策实证研究。结果表明:(1)2005—2010年,常德市两型社会发展程度呈现出线性增长的良好态势;(2)发展度、协调度与社会综合发展程度之间显著相关(相关系数分别为0.986,0.988,P<0.05);(3)可持续度呈现出波动上升趋势,但与社会综合发展程度之间的相关性并不显著。可见,2005—2010年间常德市两型社会建设成果主要受益于当地经济发展;但与此同时,能源资源消耗与环境保护之间的矛盾仍然突出,经济发展可持续性有待增强。Measuring the development status of resource-conserving and environment-friendly society （ RES）, proposing its construstion mode and ways, as well as making the reseasonable policies, are still problematic current- ly. Based on the analysis of development backgroud of urban RES, we evaluated the comprehensive development level of Changde City as a case at period from 2005 to 2010 by creating the index system and evlaution models. In this process, the comprehensive development level of Changde City （EFDD） was characterized by indices of devel- opment degree （DD）, coordination degree （CD）, and sustaination degree （SD）. The results shows that, （1） the EFDD in Changde City from 2005 to 2010 stably linearly increased from 0. 358 0 to 0. 666 7; （2） the correlations between DD and EFDD （ r = 0. 986）, as well as between CD and EFDD （ r = 0.988） were significant with P value at 0.05 ; （3） the SD in Changde City from 2005 to 2010 fluetuately linearly increased to 0. 612 5, but it did not correlate to EFDD at all. Based on these observations, it can be concluded that great achievement made by Changde City in constructing RES from 2005 to 2010 was attributed to its local economy development, the conflicts between resources consumption and environment protection still strongly existed, more attentions should be ad- dressed on enhancing the economy sustaination in the future.
