摘　　要：河道中可以利用的砂石资源是一种稀缺的公共自然资源。河道砂石资源的开采经营已经成为政府关注的重点、社会关切的焦点和群众关心的热点问题。简述了河道砂石资源的经济属性,以及现有法规对河道砂石资源经营机制的有关规定,指出了采砂经营活动中存在的问题。实践证明,探索建立良好的砂石资源经营机制,是规范河道采砂管理工作的重要环节。Sand and rock on fiver courses are precious public natural resources. Mining of sand and rock on the fiver courses has become a main concern of the government and focusing issue of the general public. An introduction is made to the feature of sand mining on fiver courses and relevant regulations. Problems with sand mining activities are raised. It is demonstrated that establishment of an effective management mechanism is vital for management of sand mining.
