智库产业化发展的基本特征与操作

摘　　要：智库产业化并不是要改变智库的本质属性,而是借鉴生产性部门产业化的生产组织方式和市场化的资源配置方式,通过产业化、市场化的手段,提高智库机构的运作效率。促进我国智库产业化发展,应大力发展各类智库机构,特别是民间智库;制定智库产业发展的总体规划,对不同类型的智库实行分类指导;引入智库产业发展的竞争机制;建立科学的智库产业发展评估指标体系;加强我国智库机构的专业化建设,努力打造龙头型智库机构;完善智库产业发展的社会配套环境,努力构建全国、区域性智库产业网络;搭建学术交流平台,整合学术资源,努力营造智库产业的网络互动氛围;创新人才培养模式,提升研究人员的学术能力,夯实智库产业发展的人力资源基础。The think-tank industrialization is not to change the essential attribute of the think-tank, but to study the production organization and the market-oriented resource allocation of the production sector industries, by the means of industrialization, commercialization, to improve the operation efficiency of the think-tank.To develop the think-tank in our country, we should develop various kinds of think-tank, especially folk think-tank; formulation the overall planning for the industrial development and execute classified guidance on different types, introduce the think-tank industry competition mechanism; establish a scientific evaluation index system for the industry development; strengthen our think-tank professional construction and build a leading think-tank; improve social supporting environment for the think-tank industry development to build a national, regional, industry network; build academic communication platform and integrate the academic resources to create industrial network interaction atmosphere; innovate the mode of talent training, enhance the researchers＇ academic ability and strengthen the human resource base of the think-tank industry.
