法理视野下普通高校游泳场馆社会化开放中存在的问题及对策研究——以杭州市为例

摘　　要：通过对杭州市普通高校游泳馆社会化开放情况的调查,对目前普通高校游泳场馆资源闲置、社会化利用程度不高的特点进行反思,分析社会化开放过程遇阻的因素,在探讨高校游泳场馆开放必要性的同时,也站在高校游泳场馆管理的角度分析开放后可能面临的风险及法律依据,进而从规避高校游泳场馆开放后面临的收费、人身安全、财产安全三个主要问题所承担的法律责任展开分析,需找预防和应对措施,为高校游泳场馆的进一步社会化开放提供一些法理对策和建议。According to the survey of the social open of Hangzhou universities＇ natatorium,It had a rethink of the idle resources and low social utilization,analysed blocks in the process of social open,explored the necessity of opening the university swimming pool and at the same time analysed the risk and legal basis from management perspective.Then carried out an analysis of circumventing the legal responsibility——charges,personal safety and property safety.And then to provide some jurisprudential measures and suggestions for the further social open of the university swimming pool complex.
