摘　　要：通过总结既有理论提出一种衡量金融监管有效性的新的方法——金融监管指数分析方法 ,并基于这种方法对中国金融监管的有效性进行总体的衡量和判断。研究认为,2000年～2009年,中国的金融监管指数呈现持续上升的趋势,中国的金融监管水平是在不断提升的。总体来说,目前分业监管组织架构是适合我国国情的,但随着金融业的发展,我国应该逐步加强监管机构之间的沟通和协调,同时加强对金融系统性风险的防范,并在金融监管发展的过程中,注重金融安全性和效率性的平衡。Through summary of previous theories, this article presents a new method of measure the effectiveness of financial supervision -financial regulatory index, based on this method, This article measures China＇s overall effectiveness of financial supervision and makes the judgment. This study suggests that, 2000-2009, China＇s financial regulatory index showed an upward trend, China＇s financial supervision level is rising. Overall, the current sub-sector regulatory organization Structure is suited to China＇s national conditions, but with the development of financial industry, China should gradually strengthen coordination and communication between supervision agencies, and Enhance Early warning of financial systemic risk, and in the process of development of financial retaliation.focus on the balance of financial safetv and efficiencv.
