摘　　要：文章在当今中国存贷差和外汇储备不断增加,国际收支"双顺差"继续保持的情况下,论述了中国继续引进外资利用外债的必要性,试图说明"两缺口"理论在今天中国依然是有适用性的,与此同时讨论了我国在利用外债过程中存在的问题,并提出了相应的建议。The article is going to talk about the necessities to absorb foreign investment in today’s China which is experiencing an increase in deposit and loan balance,foreign exchange reserve and ＂double surplus＂,trying to make the point that the ＂two-gap model＂ is still applicable to China.At the same tine,the article will discuss the problems in the process of using foreign debt and give some corresponding recommendations.
