荆江分蓄洪安全区涵闸隐患分析与对策

摘　　要：通过对荆江分蓄洪安全区涵闸现状的调查,发现目前安全区涵闸主要存在淤积、工程老化、闸门漏水三大闸身隐患和无机械排(抽)水设施、无抢险预备土、欠分洪预备土、无预备闸门、无专人管理四大分洪准备问题及一项管理问题。针对这些问题进行了分析并提出了解决对策,从安全区所属干堤溃口后涵闸腹背受水的实情考虑,提出了将险情与损失控制在局部范围的应对措施。Through the investigation on current situation of culvert and sluice in flood diversion and storage areas of Jingjiang Reach,three hidden dangers of sluice body including sedimentation,engineering aging and gate leakage,four problems of flood diversion preparation such as no mechanical drainage facilities,lack of soil for emergency preparation,insufficient flood diversion soil prepared and no sluice gate in reserve,and an issue of no special management personnel have been found.The detailed suggestions are put forward after analyzing these issues,and the countermeasures that intend to control dangers and loss in a local range are also proposed by considering the actual situation that the culvert gates is flooded in front and rear.
