打造基层公安机关“阳光警务”的途径探讨

摘　　要：只要是有利于人民利益的、有助于警民和谐的渠道,都是打造基层公安机关"阳光警务"的有效途径。文章将打造"阳光警务"的途径归结为:直射型、辐射型、反射型、折射型四类,就是公安机关及其人民警察通过打造自身素质、夯实执法规范化、运用科技信息化等有效资源,为人民群众创造阳光的办事环境、阳光的执法环境、阳光的服务环境、阳光的治安环境、阳光的监督环境,从而构建阳光和谐的警民关系,使"阳光警务"效能最大化。The ways which are beneficial to the people and useful for harmony of the people and police are all effective ways for building ＂Sunny Policing＂. The ways of building ＂Sunny Policing＂ are summarized in the paper： direct- typed, radiant- typed, reflec- tive - typed and refractive - typed, which means public security organs and policemen provide sunny service environment, sunny law en- forcement environment, sunny public security environment and sunny supervision environment for the people through effective resources such as improving policemen＇ s inner quality, compacting regulated law enforcement, using scientific and technological information and so on, so as to build harmonious relation between the people and police and make the efficient of ＂Sunny Policing＂ maximally.
