摘  要:在高校二级管理改革中,院(系)被赋予更大的责任和权力,成为办学主体和责任主体。院(系)领导班子建设对于贯彻党和国家的教育方针政策,加强党的执政能力建设,落实学校的决策和安排,领导院(系)科学发展,构建和谐校园具有重要意义,关系到改革的成败。和谐的院(系)领导班子的核心内涵是制度科学和结构合理,应该从建立责权体系、完善决策机制、加强组织建设、强化素质建设、严格监督考核等方面着手建设。In the reform of the two-level management mode,the department,which has been granted more right and responsibility as well,becomes the school-running subject and liability subject.The construction of a harmonious department-level leadership is significant in achieving the national education aim and carrying out the education policy,implementing the decision and policy of the university,leading the development of a specific department in the university,and constructing a harmonious campus.The main content of constructing a harmonious department-level leadership is to construct a scientific and reasonable management system,perfect the decision-making mechanism,handle the relationship between rights and duties properly,and strengthen the supervision and assessment.
