低碳经济约束与西部地区资源型产业发展

摘　　要：我国西部具有资源优势,然而资源型产业的生产效率却很低下,"三高一低"的发展模式不仅造成了资源的大量浪费,也带来了严重的生态环境问题。在低碳经济约束下,西部地区面临着跨越式快速发展和可持续绿色发展的双重任务,单纯的产业集群和单纯的循环经济都不能很好地解决这一问题,只有采用循环产业集群模式,资源型产业才能避免以牺牲环境为代价发展的恶性循环,并形成经济效益与生态效益双赢的统一,实现可持续的快速发展。The western area is resourceful,but resource-based industries has low productivity.＂Three high and one low＂ development model not only caused a very large waste of resources,but also brought about serious environmental problems.Under the constraints of low-carbon economy,the western area faces to the dual tasks,which are rapid great-leap-forward development and sustainable green development.Pure industrial cluster and circular economy cannot be a good solution to this problem.Only adopting circular economy cluster,can resource-based industries avoid a vicious circle at the expense of the development,achieve a win-win unity of economic and ecological benefits,and attain sustainable and rapid development.
