摘　　要：2012年3月普京再次当选为俄罗斯总统,其在竞选纲领中强调以创新主导俄罗斯经济的发展和现代化,从而在彰示"新普京时代"到来的同时,也预示着这一时代将是俄罗斯以创新促进经济发展、实现经济变革与国家走向崛起的重要时期。"新普京时代"俄罗斯经济创新的内容包括:摆脱原料型经济,提升本国制造业和国际分工的水平;拓展创新型经济,加强科技创新的政策扶持力度;利用各种可能条件,着力解决创新资金不足的问题;整合优势企业资源,有条件地控制国有企业的比重。从政策趋势看,普京将会继续实行较为稳健的经济政策,以创新与现代化为主力推动经济发展;俄将在保持宏观经济稳定下加快经济增长。"新普京时代"俄罗斯经济将面临一系列挑战:改革与创新面临阻力,经济结构调整举步维艰,发展路径转换仍然困难。但是,只要坚持走符合本国国情的发展道路,俄罗斯经济发展与走向复兴是可以期待的。In March 2012, Putin was re-elected president. He emphasized innovation in Russian economic development and modernization in his election program, thereby showing the arrival of the new Putin era and indicating that this era will be an important period in which Russia will push forward economic growth and realize economic reform and national rejuvenation by innovation. The contents of Russian economic innovation in the new Putin era include the following： getting rid of raw material economy, raising the levels of home manufacturing business and international division of labor; expanding innovation economy, strengthening policy support for technological innovation; making use of all kinds of possible conditions to resolve the innovation fund shortage problem; integrating the advantage enterprise resources, conditionally controlling the proportion of state-own enterprises. In view of Russian policy tendency, Putin will continue to carry out a sounder economic policy, push forward economic development by innovation and modernization; Russia will speed up economic growth under the conditions of maintaining macroeconomic stability. In the new Putin era, Russian economy will face a series of challenges： its reform and innovation will meet with resistance, its economic restructuring will have difficulty taking a step forward and its development path conversion will still have a hard time. However, so long as Russians choose a road suited to their national conditions, Russian economic growth and revival are hopeful.
