摘　　要：渭南市秦岭北麓有着丰富的自然资源,但由于存在着思想认识不到位、经营管理不规范、旅游基础设施差等问题,结果造成旅游服务不到位、旅游产品开发慢和缺乏人文色彩的不良影响。要实现国际山水旅游城市的目标,应不断提高认识强化经营管理,突出景观特色差异化求发展,挖掘文化内涵提高景区魅力,加强旅游服务重视旅游营销,以提升城市形象,满足人们休闲旅游健身娱乐的愿望。The northern foot of Qinling ranges in Weinan has rich in the natural resources. However, due to the lack of ideological knowledge, management irregularities and poor tourism infrastructure, its tourism service does not reach the designated position and tourism product development is slow. Moreover, it＇ s lack of cultural features. To realize the goal of international landscape tourist city, we should constantly improve our management, highlight landscape difference and dig cultural connotation in order to improve the image of the city and to satisfy people＇ s leisure desires.
