秦东地区民间资本投资环境评价指标体系的构建与应用

摘　　要：按照科学性、全面性、可比性、动态连续性等原则,选取经济发展环境、政治法制环境、基础设施环境、社会人文环境、自然环境等5个一级指标及17个二级指标,建立民间资本投资环境的多层次评价指标体系,并运用ANP法确定各级指标的权重,对秦东地区民间资本投资环境进行实证分析,提出了优化和改善投资环境的政策建议。Muhilevel evaluation index system of private capital investment environment has been built according to scientific, comprehensive, representative and comparable principles, which consists of five primary indexes, including economic development environment, political legal environment, infrastructure environment, social and cultural environment and natural environment, and 17 secondary indexes. ANP is used to determine the weights of every index. With empirical analysis of private capital investment environment of Qindong area, some policy and recommendations to optimize and improve investment environment are made.
