部分群众体育发展定位理论的梳理及其政策意蕴

摘　　要：在确定群众体育发展定位理论分析框架的基础上,梳理和构建了以环境影响性、目标导向性、自身决定性、措施合理性以及理念准确性为主要内容的群众体育发展定位理论体系的基本架构。进而提出了实践转型论、社会建设论、机遇论、体育强国论、主体地位论、发展的非均衡论、重在建设论以及基本公共体育服务均等论等八个相对独立的群众体育发展定位理论,构成了当前群众体育面向未来用以定位的理论体系。在分析每个理论的价值、来源与主要观点之后,概括总结了与之相对应的政策要义。Through determining the framework of theory analysis on the positioning of mass sport,the article constructs an basic framework of the theories system for the positioning of mass sport that is including the main items.Then the article puts forward the theory of practice transformation,the theory of social construction,the theory of opportunity,the theory of powerful sports nation,the theory of main part status,the theory of non-equilibrium for development,the theory of emphasizing basement construction,and the theory of basic mass sport service equalization.After analyzing the value,origin and the main opinions of the every theory,the article summarizes its policy meaning.
