海外铁路EPC项目的设计管理和优化对策

摘　　要：从铁路EPC项目的勘察设计角度出发,结合具有代表性的委内瑞拉铁路EPC项目实例,分析了此类项目设计与国内铁路项目设计的差异,对项目的设计特点进行了对比,并结合该项目设计的实践经验和项目总承包的实际,阐述此类项目的设计管理和设计优化对策,及其海外EPC项目在项目实施过程中的重要性。在项目设计优化过程中,必须转变国内项目独立设计的观念,要有系统工程的思路和综合优化的理念,把业主、设计、采购、施工真正融为一体,争取最大效益,实现多方共赢的目标。Based on China＇ overseas railway EPC project survey and design and combined with a representative example of the Venezuelan railway EPC project, the paper analyzes differences between overseas EPC project and domestic rail- way project and their design features as well. Integrated with practical design experience and the EPC reality, the design management and optimal strategies of such project are described here. It points out that in the overseas EPC project im- plementation process, we need conscientiously management and optimization of the design work ; need a change from the domestic independent design concept; need a systematic engineering and integrated optimization concept to coordinate the owner, design, procurement and construction etc. Only in this way, can we maximize efficiency to achieve the goal of win-win situation.
