摘 要:运用数据包络分析方法,将黑龙江省各工业行业作为评价节能减排效率的基本单位,从经济、能源、环境角度对节能减排指标进行分类,建立黑龙江省工业节能减排效率评价模型。在此基础上综合分析了2010年黑龙江省20个工业行业的节能减排综合技术效率、纯技术效率及规模效率。分析表明,黑龙江省总体节能减排效率不均衡,纯技术效率是影响节能减排效率的决定性因素,继而提出改造传统产业,加快企业技术创新的对策建议。Based on data envelope analysis method,this paper makes each industry of Heilongjiang province as basic unit to evaluate the efficiency of energy conservation and emission reduction,and classifies energy conservation and emission reduction index from the economic,energy and environment aspects to establish industrial energy conservation and emission reduction efficiency evaluation model of Heilongjiang province.On this basis,the paper analyses comprehensively on CRSTE,VRSTE and SE of 20 industries energy conservation and emissions reduction of Heilongjiang province in 2010.Conclusion shows that the overall efficiency of energy conservation and emission reduction in Heilongjiang province is unbalanced,and pure technical efficiency is the decisive factor to affect the effect of energy conservation and emission reduction,and proposed that it is necessary to transform traditional industries and accelerate the pace of technological innovation.
